Vision 

Make NCHU become one of the top comprehensive research universities in Taiwan, with National Taiwan University in the north, National Cheng Kung University in the south and NCHU in the central region. So it leads in central Taiwan to advance academic, cultural and industrial developments and grows into a top-notch university in the international community.

Management Philosophy

-Overview

Started as an agricultural college, NCHU is now a top-tier, multi-disciplinary university with seven colleges. It has a longstanding history, solid foundation, numerous distinguished professors and excellent research results. NCHU has educated many outstanding people, who in turn have made significant contributions to the society and the nation. However, with the rapid increase of academic institutions in Taiwan, the island currently has over 160 colleges and universities. Fierce competition among universities is inevitable. Meanwhile, Taiwanese universities also face competition from abroad as Taiwan has entered the WTO. Therefore, the critical issue for NCHU is how to leverage its existing advantages to upgrade the quality of education and research and to become a top-notch research-oriented university that is competitive internationally. This is the responsibility of the NCHU president.

-Approaches.

Below are the actions I have in mind to pursue the vision:

1.    Promote NCHU as a research-oriented university

2.    Upgrade teaching quality to develop IMPACT youth.

Our high-quality, well rounded programs should help produce graduates who are physically and mentally healthy, have humanist ideals, a scientific spirit, the ability to innovate and an international outlook.

Innovation:

Enhance cross-disciplinary core curriculum and focus on inspiring education.

Modernization

Encourage students to keep up-to-date by pursuing the latest knowledge.

Physical Health

Emphasize the importance of physical and health education and encourage sports activities.

Anti-stress Capability

Improve the roles supervisors play and increase counseling support.

Communication

Promote club activities for students, encourage students to express their opinions and help improve their communication skills.

Thoughtfulness

Develop altruism and care for society through activities held by the school or student groups.

3.      Balance the development of different disciplines

NCHU has a complete network of seven colleges. In addition to supporting each college to develop its own separate projects, NCHU provides opportunities for cross-disciplinary research and innovation. For example, the College of Life Science, the College of Agriculture and Natural Resources and the College of Veterinary Medicine are all working on genomics research. In addition to the study of genomics and proteomics, they potentially can work with the College of Engineering and College of Science to conduct research projects in metabolomics, biophysics, bioinformatics, structural science, bioengineering, biomaterials and nano-biotechnology.  Furthermore, they could collaborate with the College of Liberal Arts and the College of Social Science to explore issues such as ethics, management and sociology in biotechnology. Such research initiatives will not only bring about innovative findings, but will also make great contributions in the fields of agriculture, biotechnology, environmental protection, economy and society in general. I will endeavor to establish cross-disciplinary research centers and laboratories to bring NCHU to the next level of innovation and excellence.   

4.      Establish strategic alliances with other universities and research institutes and build cooperative ties with industries in central Taiwan

The Agriculture Research Institute, the Taichung Veterans General Hospital, China Medical University, the Central Taiwan Science Park and many excellent companies are located in central Taiwan. NCHU can establish strategic alliances with these organizations to take on a leading role in academic and industrial development in central Taiwan.

5.      Leverage the alumni network and resources

With its longstanding history, NCHU has produced a cadre of outstanding alumni. We will continue to foster and build strong relationships with these alumni so that they can promote the continued development of NCHU.

Accomplishments

During my first term as President, I created an Advisory Committee on Academic Development, inviting Yuan Tseh Lee, a Nobel laureate and the President of Academia Sinica, as the convener and other prominent academicians, ministers and CEOs in industry as members. With enthusiastic supports from all members, the Committee boosted the Universityˇ¦s research momentum, and as a result, NCHU was awarded in 2006 the honor of being a ˇ§Top Universityˇ¨ in a five-year NT$50 billion project initiated by the Ministry of Education. The recognition indirectly endorsed NCHU as the only leading research-oriented university in central Taiwan. Our faculties and students were very excited about this achievement. It is widely expected that NCHU will become a leading university internationally.

 Forward-Looking Statements

Upon starting my second four-year term as President, I have laid out the following blueprints for NCHU.

Looking forward, NCHU will continue to participate in the Ministry of Educationˇ¦s five-year NT$50 billion Project for Establishment of Leading Universities. Since there are still more than four years left, a great deal of effort needs to be made toward the elevation of teaching and research standards. In addition, many important projects are currently underway:

 

  1. Year 2007 will be critical for NCHU in its efforts as a member university in the Project for Development of Leading World-Class Universities and Research Centers by the Ministry of Education. NCHU will effectively carry out this project to upgrade the university to one of the top world-class university.
  2. Comprehensive plan to improve academic development: NCHU will continue to strengthen its infrastructure with subsidies for software and hardware. We will promote campus-wide competitive projects to achieve academic excellence and reach the goal of becoming a leading international university.
  3. Campus Expansion Project
    1. Han River Campus Expansion: The Han River Project by the Water Resources Agency has passed the review stage. A supporting project undertaken by NCHU is underway. It is envisioned that the expanded campus will become a first-rate athletic and leisure park on a par with the area along Cambridge River in the Cambridge University of U.K.
    2. Shuinan Airport Conversion Project: The Taichung City Government has set out plans to develop the original site of Shuinan Airport into a commercial park. However, NCHU will apply for the use of part of the land to establish both an information technology college and a research center for Chinese herbal medicine.   
  4. NCHUˇ¦s R&D and Enterprise Incubation Center situated in the Central Taiwan Science Park is scheduled for completion by the end of 2007. NCHU will create new opportunities and business models through cooperation with various industries, thereby enhancing our reputation and competitiveness while developing the regional economy.
  5. As my concept of a Green Cultural Silicon Valley is gaining momentum, NCHU has establish a Center for culture Research and Development and a Social and Management Sciences Research Center. Much effort will be needed in this regard.   
  6. NCHU will continue to build ties among its alumni so that they can help further NCHUˇ¦s development. An alumni building is planned for alumni and dignitaries in Taiwan and from overseas to meet in a comfortable venue.
  7. School construction projects: Below is a list of buildings currently under construction or planning.
    1. Building for College of Social and Management Sciences
    2. Building for R&D and Enterprise Incubation Center situated in the Central Taiwan Science Park
    3. Animal Research Laboratory
    4. International Agricultural Research Center
    5. Environmental Technology Building
    6. Humanities Building
    7. Biological Sciences Building
    8. Applied Technology Building
    9. Student dormitories and Alumni Building
  8. Promotion of the establishment of an academic park for biological and agricultural sciences: To strengthen Taiwanˇ¦s competitiveness in the biotechnology industry, NCHU will seek government support and its funding to establish an academic park supporting biological and agricultural sciences.  
  9. NCHU will continue the Rongxing Project, a collaborative effort between NCHU and the Taichung Veterans General Hospital. We will work proactively toward obtaining approval from the Ministry of Education to establish a medical school or biomedical college.
  10. Project to establish an International Agricultural Research Center: Drawing on its outstanding reputation internationally in tropical and subtropical studies, NCHU plans to establish the Center. This Center would provide an environment for conducting cutting-edge research, making Taiwan a forerunner in agricultural research.
  11. Promotion of inter-university alliances: In addition to the Rongxing Project, the Xingtai Project, the Chinese Medicine Project and the National Public Health Project that are currently underway, NCHU will continue to establish partnerships with other academic and research organizations by encouraging domestic scholars to visit NCHU for short-term projects in the interests of leading regional academic development.
  12. Biomass energy research is a key to reducing global warming and sustainable energy. NCHU is planning to establish the most competitive biomass energy research center in Taiwan by bringing together key research personnel and facilities. This will help Taiwan establish a technology foundation in preparation for the advent of the of low-carbon economy. It will also help Taiwan lead biomass energy research in tropical and subtropical countries.
  13. In order to keep up with the times, NCHU needs to discuss and carry out the restructuring of its departments and faculties so that it can enhance its academic competitiveness.
  14. NCHU will continue its efforts to pursue internationalization and improve its administrative efficiency.

 

Since I took over this position, I have been leading my management team and all other colleagues to streamline NCHUˇ¦s administrative process flows and to develop academic initiatives. We have so far witnessed good results from our efforts and established a strong sense of pride in NCHU. I will continue working with all the NCHU members to drive greater efficiency in the next four years. It is my wish that we will be able to transform NCHU to the same ranks as National Taiwan University, and National Cheng Kung University, and to surpass them in certain areas such as agricultural science and biotechnology.
